The Minister of Territorial Administration and Infrastructure of Armenia, Davit Khudatyan, is taking part in the 2025 Open Government Partnership (OGP) Global Summit in Vitoria-Gasteiz, Spain.
He participated in a roundtable discussion on “Restoring Public Trust through Participatory Governance," the ministry said in a press release.
During his speech, the Minister presented the participatory initiatives and reforms implemented at the local self-government level. In particular, he spoke about participatory budgeting, the establishment of Citizen Service Offices in communities, and legislative reforms aimed at increasing the accountability of local self-governments, enhancing public participation in decision-making processes, and building greater trust in local authorities.
The minister noted that Armenia will continue to implement digital tools and institutional mechanisms in the near future to further expand participation.
“We believe that open government is not only about transparency or access to information. It is about shared power and shared responsibility,” Minister Khudatyan said.
