Parliament adopts statement on inadmissibility of seizing power through violence

The National Assembly of the Republic of Armenia on Thursday adopted a declaration titled “On the Inadmissibility of State Power Seizure Through Violence and the Protection of Democracy.” The initiative was introduced by the ruling Civil Contract faction and passed with 57 votes in favor. The Armenia and I Have Honor factions boycotted the session.

The declaration strongly condemns the attempted terrorist attack against Armenia’s sovereignty, constitutional order, and legitimate authorities, which was uncovered by law enforcement agencies in June 2025. It states that any act of terrorism or attempt to overthrow the constitutional order will be met with the severest penalties, in accordance with the Constitution and laws of the Republic of Armenia.

The document asserts that attempts to seize state power through violence and acts of terror are direct assaults on the sovereignty of the state and the will of the people. It warns that such actions are aimed at dismantling democratic institutions and weakening the resilience of the Armenian state, while creating both internal and external threats.

The declaration calls on all political forces and organizations operating in Armenia to unequivocally condemn the attempted terrorist attack, as well as any calls for a military coup or other violent means of toppling the constitutional order.

It also denounces attempts to involve the Armenian Apostolic Church in what it describes as hybrid attacks against the state. The statement urges that the Church be freed from those disrupting its spiritual mission and calls for a return to its primary role of serving the spiritual needs of the faithful.

Furthermore, the declaration expresses deep concern over statements by former leaders of Armenia and their associates that appear to justify or support terrorism, deeming such actions politically irresponsible and condemnable.
