Pashinyan says the goal of the new Constitution is to shift from the residual actions of a stateless nation to the actions of a state-forming people

Prime Minister Nikol Pashinyan, in his message addressed to the people on Wednesday, stated that adopting a new Constitution through a national referendum is essential for the ideology of a real Armenia, as all previous referendums on the current Constitution suffer from a serious lack of legitimacy, at least in public perception.

"The ideology of a real Armenia identifies the homeland with the internationally recognized state, the Republic of Armenia, and patriotism with the interests of that state, as well as the system of rights and obligations it defines.

For this model of patriotism to develop, it is significant that the people see themselves not only as the founders of the state but also as the source of the legal order within it. They must perceive the constitutional order as a national agreement for coexistence, established through their participation and decision.

The strategic goal of adopting a new Constitution is to transition from the residual (relict) order of actions of a stateless nation to the order of actions of a state-forming people," Pashinyan said.
