NKR constitutional referendum: Greater activeness of people’s participation expected after 
midday

YEREVAN, FEBRUARY 20, ARMENPRESS. The referendum on constitutional reforms in the Nagorno Karabakh Republic (NKR) is being held in a calm atmosphere, NKR President’s Spokesman Davit Babayan told “Armenpress”.

“The situation, in general, is calm, the referendum is being normally held. There are numerous international observers from various countries, such as South America, Europe, Russia, North America and etc. Everything moves on its course”, Davit Babayan said.

He added that the people also show certain activeness, stating that greater activeness is expected after midday. “In general, as of the moment, I assess normally people’s activeness. Let’s not forget that today is a festive day in Karabakh: February 20 is the Karabakh Revival Day, and on this day, people relax to some extent and will go to voting after midday. Therefore, we expect people’s greater activeness after midday”, he said.

The referendum on the draft Constitutional changes has kicked off in the Nagorno Karabakh Republic (NKR).

280 polling stations of 11 electoral districts were opened on February 20, at 08:00, one of which is in the NKR representation in Armenia, and the one in “Shushi” correctional facility for convicts.

102 thousand 757 citizens have a right to take part in the referendum.        

2 thousand 222 commission members will hold the constitutional referendum in the polling stations, from which 68% is non-partisan.  

104 international observers from more than 30 countries, 103 local observers, as well as more than 80 media representatives will follow the voting process. The polling stations will be closed at 20:00.
