SRC official inflicts 60 million AMD damage to the state

YEREVAN, SEPTEMBER 28, ARMENPRESS. The Investigation Department of the State Revenue Committee (SRC)revealed that sole proprietor Gohar Vlasyan’s intentional creation of features of insolvency and tax evasion caused the state a damage of about 60 million drams, according to preliminary calculation. During preliminary examination conducted within the framework of a criminal case initiated under Articles 205 and 193 of Armenian Criminal Code, it was revealed that the accused also owned limited liability companies Hagtrans, Gohlil, Khachtrans, Vlasgoh, as well as a sole proprietorship by the name of her father Razmik Vlasyan. All the mentioned companies and the SP carried out entreprenural activity: particularly, various items were imported or transported to Armenia from EAEU countries and no taxes were paid. On May 27, 2016 Gohar Vlasyan was charged with an accusation under Article 193 of Armenian Criminal Code, “Armenpress” was informed from the press service of the SRC.

A preliminary investigation showed that SRC worker Tigran Mkhitaryan had been providing guiding information to Vlasyan using his official duties and based on questioning results. Head of Information and Analysis Division of Artashat Territorial Tax Inspectorate T. Mkhitaryan undertook against a money reward to do the accounting of the companies owned by Vlasyan. Being informed that Vlasyan hadn’t filed to the tax inspectorate the returns of the companies’ activity, he did not fulfill his duties. After hearing about the criminal proceeding, Mkhitaryan pledged Vlasyan to file the returns he compiled, which however didn’t reflect the actual image of taxes payable. Mkhitaryan’s office and apartment were searched and accounting documents related to various businesses’ activity were found: he conducted the accounting of other companies also.

Taking into account the fact that Tigran Mkhitaryan used his office against the interests of the service, a criminal case was initiated by the facts of part 1 of Article 308 of RA Criminal Code and was sent to Special Investigation Service of Armenia for preliminary investigation.

Inspector of Special Cases of SRC’s Inspection Department Tigran Harutyunyan points out that there is a trend of noncompliance with regulations in importing goods from EAEU countries: “Invoices are being forged on the territory of Russia - including the description and value of items - so that the given business has less tax liabilities after importing items to Armenia.” However, Harutyunyan assures that SRC detected all the facts and found out about the Russian companies. He calls for business entities to refrain from similar illicit activities and stresses that the goods being imported from EAEU countries are under tightened control.
