YEREVAN, SEPTEMBER 20, ARMENPRESS. Russia has clear obligations as part of the 9 November 2020 trilateral statement to defend Nagorno-Karabakh but is failing to do so, Secretary of the Security Council of Armenia Armen Grigoryan has said.

“Russia has been cooperating with Azerbaijan for a long time,” Grigoryan said in an interview with Public Television. 

“It’s clear that they began selling five billion dollars’ worth of weapons to Azerbaijan since 2011, this took place over the course of 12 years. Also, the fact that after 2018 there’s been no change in Armenia’s foreign policy, at least until 2021-2022, it is definitely just a pretext for the accusations," he said in response to accusations that the Armenian government has damaged the ties with Russia. 

"Under the 9 November 2020 trilateral statement, Russia has clear obligations to defend Nagorno-Karabakh. There’s the 9 November statement with the Russian president’s signature. Is there anything more important than the signature? There’s the 9 November statement, and the Russian peacekeepers have the duty to defend Nagorno-Karabakh, but they are not fulfilling their duty,” Grigoryan added.

The Russian peacekeepers are not taking any actions when Azerbaijan is attacking Nagorno-Karabakh, he said.

“As you know, Prime Minister Pashinyan sent a letter to Russian President Vladimir Putin, describing the situation in detail. And they have the an obligation and they must fulfill it,” Grigoryan said.
