UN Secretary-General is concerned about Safarov granting pardon

YEREVAN, SEPTEMBER 7, ARMENPRESS: United Nations Secretary-General Pan Ki-Moon is concerned about the developments surrounding the case of Mr. Ramil Safarov since his transfer on 31 August 2012 to Azerbaijan and subsequent pardon by Azerbaijani authorities in Baku. As Armenpress reports citing UN official web site Pan Ki-Moon Authorized Representative Martin Nesirki stated:

''The UN underscores the responsibility of Member States to adhere to international standards and principles of rule of law in criminal cases in order to ensure accountability and fight impunity''. Dwelling on the Organization for Security and Cooperation in Europe (OSCE) Co-Chairs recent statement on the issue , UN authorized representative voiced hope this issue will not damage the Nagorno-Karabakh peace process and trust between the sides. There is no alternative to a peaceful settlement of the Nagorno-Karabakh conflict'' UN representative underscored.

Azerbaijani officer Ramil Safarov slayed with an ax Armenian officer Gurgen Margaryan when the latter was sleeping on February 19 of 2004 in Budapest .The two officers were taking part in English language courses in framework of NATO program in Budapest. Hungarian court sentenced Ramil Safarov to life imprisonment, without a right to be pardoned during the first 30 years in jail. Yet the criminal was extradited by Hungary Government on August 31, 2012. On the same day the assassinate was granted pardon by Azerbaijani President.Armenia has suspended its diplomatic relations with Hungary. International community is coming forth with condemnation statements on internationallegal norms contradicting step. Hungary has accused Azerbaijan of breaking the promise.
