Under the title Why Yuri Khachaturov keeps silence the semi-weekly 168 Zham writes about the death of conscript Hayk Mkrtchyan, 19, who was serving in a military base in Askeran, Nagorno-Karabakh, and who died as a result of fellow conscript Lendrush Nazlukhanyan being in violation of the rules for handling weapons, according to the official information.
Who is guilty and who will answer for almost everyday killings of Armenian soldiers in peaceful conditions? Who will guarantee not the security but life of the Armenian young people who are going to be conscripted? The paper says these are questions that have concrete addressees, but they have become rhetoric ones. The paper says naturally the whole leadership of the state and particularly the leadership of the armed forces are responsible for the moral-psychological atmosphere in the army and for the murders of Armenian soldiers. The paper says the first one to direct these questions is Defense Minister Seyran Ohanyan. But the semi-weekly says according to the changes in the Law “About Defense” the management system of the armed forces has changed and the responsible for what happens in the Armed Forces is the head of the Chief Headquarter of the Armed Forces Yuri Khachaturov but no one has ever heard him to express any viewpoint about the murders committed in the army, because he never did. The paper says it does not mean though that the defense minister or other high ranked military officials are not responsible for the situation in the army, for tragic incidents registered there but if talking about them first according to the office must be Yuri Khachaturov who as it is known has “indulgence” of the highest leadership.
