Under the title Samad complains of "David" the daily Aravot writes that head of the Azerbaijani delegation to PACE Samad Seidov expressed his surprise on why the Armenian side boycotts the activity of the sub-commission on NK affairs. "David [head of the Armenian delegation Davit Harutyunyan] is very clever I do not understand what would have happened if they participated in the sittings", Samad Seidov said with a frank wish to convince the Armenian delegation. In response to the question whether they are ready to join the moratorium declared by the Armenian side he asked "And where should we discuss this issue? In corridors, at sittings? Each commission has its issue and a sub commission has been created, we could have discussed that issue too, and suggestions as well", the paper cited him as saying.

The daily Capital writes that hence the garbage fee in Armenia, as well as Yerevan communities, will be obligatory and the amount will be decided by the council of elders of the mentioned community taking into consideration a number of circumstances. The paper says yesterday the National Assembly discussed at the extraordinary sitting the package of bills on making changes in the laws "About Garbage Removal and Sanitary Cleaning", "Self-Governance".

The daily Haykakan Zhamanak writes that after the subway fee will become 100 AMD from 50 the number of people getting use of it will reduce by 30%. The paper says this prediction becomes obvious from the information provided by the Yerevan municipality. The paper says averagely about 1 million 800 people are getting use of the subway station monthly paying 90 million AMD to the subway. After increasing the fee the municipality plans to get not additional 90 million but 60 million which directly shows that the number of subway passengers will reduce by 600 000 people monthly or by 30%. The paper claims instead of directing people from mini-buses to subway, the municipality does the opposite.
