A joint session of Armenia-Artsakh inter-parliamentary cooperation in the NKR National Assembly

STEPANAKERT, MARCH 2, ARMENPRESS: The joint session of the NKR NA standing committee on social affairs and the RA NA standing committees on healthcare, maternity and childhood, social affairs, science, education, culture, youth and sport affairs was held on March 1 in the National Assembly of the Nagorno Karabakh Republic within the frameworks of Armenia-Artsakh inter-parliamentary cooperation.

Responsible authorities of NKR institutions of social inclination, Healthcare Minister Armen Khachatryan, Education and Science Minister Vladik Khachatryan, Culture and Youth Affairs Minister Narine Aghabalyan, Social Security Vice-Minister Lenston Ghulyan were invited at the session.

“Such mutual visits and working meetings held during those visits are useful for both sides. Irrespective of the fact that we represent two independent, self-governing states, we all together – as legislative authorities of the Armenian states, are collaboratively constructing an Armenian Home, and I do not see more useful and pleasant mission in favor of the profits of the nation for our current generations,” Chairman of the NKR NA Standing Committee on Social Affairs Arpat Avanesyan said at the opening of the session.

Introducing the members of the delegation, Chairman of the Armenian NA Standing Committee on Healthcare, Maternity and Childhood Affairs Ara Babloyan expressed gratitude to his Artsakh partners for the initiative and invitation. “Today we will sum up the work implemented during the year and we will see that this time we have come fort with a package of more practical proposals, that is, a prominent progress has been registered compared with the April joint session of 2009,” he noted.

Speaker of the Karabakh National Assembly Ashot Gulyan came forth with a welcoming speech. He noted with gratification that the cooperation of the parliaments of the two Armenian states is getting more and more active and efficient by being brought to life in various formats and levels.

The speaker of the parliament expressed confidence that this joint session of parliamentary committees will find summarized statements of interesting ideas and well-grounded proposals in regard to each agenda issue subject to discussion. Taking into consideration that the National Assembly of the fifth convocation must be formed in May as a result of parliamentary elections, the NA speaker wished more efficient cooperation and new successes to the two parliaments.

The NA speaker of the Nagorno Karabakh Republic expressed gratitude and addressed his best wishes to NA Speaker of Armenia Hovik Abrahamyan for attaching importance to that event and for ensuring such a staff of missionary delegation.

According to the agenda, Chairman of the NKR NA Standing Committee on Social Affairs Arpat Avanesyan, Chairman of the Armenian NA Standing Committee on Healthcare, Maternity and Childhood Affairs Ara Babloyan, Deputy Chairman of the same committee Mkrtich Minasyan and member of the committee Gagik Melikyan, Chairman of the Armenian NA Standing Committee on Science, Education, Culture, Youth and Sport Affairs Artak Davtyan, member of the same committee Karine Achemyan, chief expert of the committee Marine Hakobyan, Chairwoman of “Hope Bridge” NGO Susanna Tadevosyan delivered speeches and came forward with thematic reports. Afterward the main reporters answered to the questions of the guests with supplementary illustrations.

The joint session wrapped up by summarizing the proposals voiced during the discussions.
