Hovhannes Yukinyan has been appointed as press secretary to the Minister of Education, Science, Culture and Sport, Zhanna Andreasyan.
Yukinyan announced his appointment on social media on Monday.
Yukinyan holds a bachelor’s degree in Public Administration from Yerevan State University, which he received in 2023. During his studies, he participated in international educational programs, including an Erasmus+ program at the University of Évora in Portugal, where he studied international relations in 2022-2023.
In 2023-2024, he studied e-governance technologies and services at Tallinn University of Technology in Estonia and participated in the Global Governance program at the University of Geneva in Switzerland. In 2024-2025, he specialized in diplomacy at the Estonian School of Diplomacy.
Yukinyan began his professional career in journalism, working as a journalist-editor at Armenian Public Television in 2021-2022. In 2023, he interned at the National Assembly and worked as a parliamentary expert at the National Democratic Institute. He also participated in a professional program at the Parliament of Canada in 2023 and completed a research internship at the International Centre for Defence and Security in Tallinn in 2024.
From 2025 to 2026, he worked as an assistant at the National Assembly, where he was involved in legislative affairs and international and interparliamentary cooperation.
