Armenia’s high-tech minister meets U.S. chargé d’affaires

Armenian Minister of High-Tech Industry Mkhitar Hayrapetyan met with U.S. Chargé d’Affaires David Allen on June 29.
According to the Ministry of High-Tech Industry, Hayrapetyan highly praised the effective partnership between the Republic of Armenia and the United States, highlighting the strategic importance of the Memorandum of Understanding on Cooperation in the Fields of Artificial Intelligence and Semiconductors, signed in Washington, D.C., on August 8, 2025.
The minister said the signing of the memorandum is of unprecedented importance for advancing bilateral cooperation and stressed that every effort should be made to effectively capitalize on the document and translate it into concrete results. Priority areas of cooperation identified during the meeting included access to high-performance computing resources and expanding cooperation with major U.S. technology companies.
For his part, Allen reaffirmed the United States’ readiness to support the development of Armenia’s technology ecosystem.
The meeting also addressed one of the key achievements of Armenia-U.S. cooperation in the semiconductor sector—the granting of an export licence to Microchip Technology for advanced technologies. The minister stressed that this was the result of consistent bilateral efforts and said the cooperation reflects the high level of mutual trust established between the two countries. In this context, he added that Armenia’s transition to a more favourable status under the U.S. export control regime would be a logical and natural continuation of the strategic partnership.
The sides also discussed the current progress of YouTube monetization in Armenia, the development of digital platforms, expanding the presence of U.S. technology companies in the country, and preparations for the upcoming signing of a memorandum of understanding between Armenia’s Ministry of High-Tech Industry and the U.S. Federal Communications Commission (FCC) in Washington.
At the conclusion of the meeting, the parties reaffirmed their commitment to further deepening the strategic technological partnership between the Republic of Armenia and the United States.
