The Deputy Minister of High-Tech Industry of Armenia, Ruben Simonyan, met with Microsoft Corporate Vice President of Worldwide Public Sector Philippe Rogge during the Mobile World Congress 2026 in Barcelona.
According to the ministry’s readout, during the meeting, Ruben Simonyan presented the Government’s strategic vision, aimed at Armenia’s digital transformation, the development of a data-driven economy, and the strengthening of a high-tech ecosystem. The Deputy Minister specifically emphasized the role of collaboration with leading international technology companies as an effective tool for realizing innovative potential and introducing modern solutions within the public sector.
The parties reviewed the current dynamics of cooperation and discussed opportunities to deepen collaboration and expand partnerships in areas of mutual interest. Particular attention was given to knowledge and experience exchange, as well as the prospects for applying artificial intelligence and cloud technologies.
The importance of education and continuous learning was mutually highlighted as a key driver of innovation, economic growth, and sustainable development. In this context, possibilities for professional training and joint educational programs were discussed, aimed at fostering human capital development.
At the conclusion of the meeting, an agreement was reached to continue discussions and explore specific formats and priority areas for strengthening cooperation, with a view toward advancing Armenia’s technological progress.
