Civil Contract declares establishment of 4th Republic of Armenia as an upcoming strategic task

Within the framework of the 7th congress of the "Civil Contract" party, the Prime Minister of the Republic of Armenia, Chairman of the Civil Contract party board Nikol Pashinyan presented the draft declaration of the party:

The "Civil Contract" party

-relying on the people of the Republic of Armenia, 

- guided by the state interests of the Republic of Armenia,

-leading the drive of the citizens of the Republic of Armenia to strengthen the independence and sovereignty of the Republic of Armenia,

-analyzing the history of the Third Republic of Armenia,

-believing in and being faithful to its historical mission to serve the perpetuation of the Republic of Armenia,

-welcoming the peace established between the Republic of Armenia and the Republic of Azerbaijan,

-to ensure the freedom, security, prosperity and happiness of the Republic of Armenia and its citizens,

-to strengthen the power of the people,

-based on the ideology of the Real Armenia:

DECLARES THE ESTABLISHMENT OF THE FOURTH REPUBLIC OF ARMENIA AS A FUTURE STRATEGIC ACTION

To this end, the "Civil Contract" party:

  1. In the regular parliamentary elections of 2026, it will appeal to the people to extend its mandate as the Government of the Republic of Armenia for another 5 years, expecting to form a constitutional majority.
  2.  After receiving the people's vote of confidence in the elections, it will initiate the process of adopting a new Constitution of the Republic of Armenia through a national referendum.
  3. It will be based on a concept rooted in the 1991 Alma-Ata Declaration, the inviolability of the 29,743 square kilometers of internationally recognized territory and borders of the Republic of Armenia, encompassing that territory, both internally and externally.
  4. It will intensify efforts aimed at the Republic of Armenia's accession to the European Union, without contradicting this with regionalization, as well as a balanced and rebalancing foreign policy.
  5. It will continue to implement the message formulated by the people to establish peace and good neighborliness with all neighbors, and will make efforts to constantly institutionalize peace and good neighborliness, based on the principles of mutual territorial integrity, sovereignty, and the inviolability of internationally recognized borders.
  6. Encourage the initiated and successfully ongoing process of confiscating illegal property, protecting state and community interests, and returning illegal property through other procedural tools, deepen the fight against corruption, and develop anti-corruption mechanisms.
  7. It will continue democratic reforms, strengthening people's power, activating transparent, inclusive, participatory and effective governance tools, efforts aimed at developing an independent judiciary, and the process of further developing and strengthening other democratic institutions.
  8. It will promote citizens' efforts to build well-being through education and work, support the policy of substantive reforms in education and renewal of physical infrastructure, emphasizing the system-building significance of the Academic City.
  9. It will encourage inclusive, productive, creative, free and competitive economic activity, continue to encourage the initiated process of lifting the blockade, and provide comprehensive support to the "Crossroads of Peace" project, viewing economic development as a state interest.

The delegates of the 7th Congress of the “Civil Contract” Party, adopting this Declaration, kneel before all the martyrs of the Armenian people of all times, considering the establishment of the Fourth Republic of Armenia with peace, sovereignty, and territorial integrity as the most respectful way to commemorate their memory and the most valuable tribute to their sacrifices.

 Glory to the martyrs, and long live the Republic of Armenia."

The declaration was adopted by vote.
