Upcoming Armenian-Turkish talks to focus on entire spectrum of normalization, says official

Armenian Special Representative for Normalization with Turkiye, the Vice Speaker of Parliament Ruben Rubinyan told lawmakers on Monday that his upcoming meeting with Turkish Special Representative Serdar Kılıç will focus on the entire agenda of normalization between the two countries.
“The steps taken so far, as well as those still in progress, will be discussed,” he told Members of Parliament.
“As you know, there’ve been several topics of discussion over the years. After our most recent meeting, a meeting took place to discuss the technical parameters required for relaunching the Kars-Gyumri railway. This entire spectrum will be discussed. You also know that there is a topic about restoring the historic bridge of Ani, and the overall main topic is normalization of relations,” Rubinyan said.
Asked whether the Armenian-Azerbaijani agreements in Washington could signal practical steps in the Armenian-Turkish ties, Rubinyan described the Washington accords as a highly important development that will definitely positively impact regional processes and beyond.
“We are optimistic in this regard,” he said.
The process “pertains to the opening of the closed Turkish-Armenian border and establishment of diplomatic relations.”
“Naturally, the discussions are mainly about this. You are right, the agreement about opening the border for citizens of third countries and diplomatic passport holders hasn’t been fulfilled so far, through no fault of ours. But we hope it will be realized soon.” Rubinyan said.
