Armenia to introduce digital driving license

Armenian authorities are working on introducing digital driving licenses and registration licenses as part of ongoing reforms aimed at improving the quality of public services.

Deputy Minister of Internal Affairs Armen Ghazaryan said at a press conference on Friday that the digital driving licenses will be available starting September 1.

“With the new changes we have defined that digital driving licenses and digital registration licenses will function in Armenia. From September 1, everyone who has a driving license will also have the digital version. The current ones will be transformed into digital ones, and no payment is required. And if the patrol police officer is able to identify the motorist, no fine will be applied in the event of the motorist not having the [physical] driving license [on their person],” Ghazaryan said.

Furthermore, first-time applicants for driving license will have the option to choose between the plastic card version or the digital one, with lower tariffs defined for the latter.

Other reforms include the introduction of an online platform for vehicle ownership registration: the sale and purchase of vehicles will be conducted online.

Moreover, in the event of failing driving license exams, the applicants will have the chance to pass the exam again in a very short time for additional payment instead of having to wait. 

Ghazaryan said digitization of services is a necessity given the growing number of cars.

As of late 2024, there were 913,000 vehicle registration records in Armenia, and over 850,000 valid driving licenses.
