Peace treaty text resolves issue: Pashinyan on Constitution and territorial claims

The agreed text of the draft peace treaty between Armenia and Azerbaijan addresses the issue of possible territorial claims in the constitutions of both countries, although the Armenian Constitution does not contain territorial claims against any country.

To the question whether Armenian side has had any discussions with Azerbaijan regarding Baku’s demand to amend the Armenian Constitution, the Prime Minister replied: “No, there have been no discussions on that matter.”

Pashinyan recalled that he had already expressed Armenia’s position on the issue.

“After the Constitutional Court's decision last year, it is clear that the Constitution of the Republic of Armenia does not contain territorial claims against Azerbaijan or any other country. Secondly, we believe that Azerbaijan’s Constitution includes claims toward the Republic of Armenia. However, we are now facing a new reality regarding all these possible perceptions. This new reality is the existence of an agreed text of the draft peace agreement, which addresses and resolves all these concerns,” Pashinyan explained.

The Prime Minister noted that during the upcoming discussions, they would attempt to discuss with Azerbaijan that issue and understand its position.

“You may ask why Armenia, in turn, does not raise the issue of Azerbaijan’s Constitution, especially now that we have an agreed text and both sides have confirmed it. I say that at least three articles of the draft peace agreement pertain to these issues, and they have been resolved,” Pashinyan stated.

Addressing the question of whether the issue of the Constitution had ever been discussed at the negotiating table with Baku, the Prime Minister said: “They stated that they see a problem. We have also stated that we do not discuss our internal matters.”
