MP considers Constitutional Reforms as guarantee to decentralization of power

YEREVAN, NOVEMBER 30, ARMENPRESS. “Yes” should be said to the Constitutional Reforms first of all to eliminate over-concentration of power.

Vahan Babayan, member of the National Assembly "Prosperous Armenia" faction, expressed such an opinion during the meeting with journalists on Nov. 30. 

“We must achieve balance among the three branches of government, which we have never had up till now,” “Armenpress” reports, MP stated.

The second significant reason for saying “yes” to the Constitutional Reforms is the creation of independent judicial system.

“We need to create independent and free judicial system in our country, which is the wish of each citizen,” Babayan added.

He also emphasized that the opposition will become an important player in political life after the Constitutional Reforms.

“The opposition has never been able to have an important role, supervisory powers, participate in the process of state government within the 25 years of our independence. The opposition can have all that after the Constitutional Reforms. When we have a look at the powers the opposition will have, it becomes at least incomprehensible what should be done so that the opposition becomes in favor of the reforms. If some people are satisfied with the current situation, it’s natural that they will be against (the reforms), but there are people who want changes, expansion of opposition’s powers and they will say “yes” to the Constitutional Reforms,” Babayan specified.

Supporter of “No” and “No Pasaran” political initiative, member of "Armenian National Congress" party Arshak Musakhanyan disagreed with Vahan Babayan’s considerations related to the powers given to the opposition. He stated that the opposition had always been strong in Armenia and the only thing that hampered the opposition were election processes.  Musakhanyan is of the opinion that the opposition must be given a possibility to exert itself not by the Constitutional Reforms but by free, competitive elections. He also expressed an opinion that a single-party system of government, which is unacceptable, will be formed in the country after the Constitutional Reforms.
