Constitutional Court member assumes Constitution Referendum to be held in November

YEREVAN, AUGUST 12, ARMENPRESS. Constitutional Court member, Felix Tokhyan thinks, the Constitution draft developed as a result of constitutional amendments, will be put to a referendum in November. He says that the Constitutional Reform Committee has very little work left to do, i.e. the development of final provisions. Tokhyan announced about this at the meeting with the journalists: “I think the draft Constitution will be presented to the president of the Republic of Armenia in August and the document will be submitted to the National Assembly. The National Assembly should discuss and approve it, whereafter the project will be passed on to the president who will put it to a referendum. By my calculations we will hold a referendum at the end of November, considering that our nearest largest election process is to be exactly in autumn; elections held in a number of municipalities. As was in 2005, this time it would also be convenient if a large election process concurred with the referendum.” Armenpress reports, Felix Tokhyan said, adding that those were only his observations.

According to the Constitutional Court representative the constitutional reforms can settle two important issues – the decentralization of the political system and ensuring the diffusion of power. “The main task of the constitutional reforms is not the change of the government model; however it is to be changed according to the draft. The country goes for a purely classic parliamentary system which requires a change of the whole system.” Felix Tokhyan said, stating with great content that the initial variant of the draft Constitution contains new guarantees of judicial independence.

As Felix Tokhyan says, the Government of the Republic of Armenia is to become the master and ruler of the country by this project, implementing home and foreign policy of the country according to its plans approved by the National Assembly. “The real power centre changes to the Government which will be accountable to the National Assembly. The prime minister becomes the first person of the country.” he noted.

The initial variant of the draft Constitution 1-15th chapters was laid open to public on August 4.
