Political scientist considers illogical meeting of Armenian and Azerbaijani Presidents at this stage

YEREVAN, NOVEMBER 1, ARMENPRESS. The OSCE Minsk Group Co-Chairs didn’t manage to reach an agreement over the meeting of the Armenian and Azerbaijani Presidents, political scientist Hrant Melik-Shahnazaryan said, reports “Armenpress”.

He also talked about the current stage, recent process and possible developments over the Nagorno Karabakh conflict settlement.

“We all were carefully following the recent regional visit of the OSCE Minsk Group Co-Chairs during which they visited Baku, Stepanakert and Yerevan. As a result of the visit, they issued several statements, one of which said that the situation in the Karabakh-Azerbaijani border is relatively calm. But unfortunately, that day violation of the ceasefire regime resulted in the death of our soldier. There was a talk also on organizing the meeting of the two Presidents, that the leaders of Armenia and Azerbaijan expressed readiness, however it was stated that those issues will be discussed in Hamburg at the FMs level”, the political scientist said.

He considers illogical the meeting of Presidents at this stage. “Certain agreements were reached during the recent two meetings which were held in Vienna and St. Petersburg. Then we saw that Aliyev publicly refused from those agreements. Moreover, Aliyev avoids that meeting since now there is such a situation in the negotiation process which is problematic for the Azerbaijani side. Aliyev even acknowledged that in the negotiations and in closed rooms pressures are exerted on him to recognize the NKR’s independence”, the political scientist stated.

“Now Aliyev will try to reach a new situation through making the situation in the border tense or from time to time taking certain actions. In fact we don’t have a negotiation process. I am confident that the Minsk Group will try to gain time since France has new Co-Chair. In any case, certain time will be required in order for him to be fully involved in the Group’s works, get acquainted with all the previous processes. Moreover, the Co-Chairs understand that there is a need of new and fresh approaches”, Hrant Melik-Shahnazaryan said.
