CEC cancels Electoral Code changes on fingerprint registration e-system

YEREVAN, AUGUST 29, ARMENPRESS. The Central Electoral Commission has cancelled the changes in the Electoral Code, which was adopted by the Parliament for maintaining the deadline and finding finances for acquisition of equipment.

In accordance to the bill, the CEC had to deliver an announcement until September 1, 2016, stating that all necessary conditions are created and all technical capabilities are present and prerequisites of acquiring ID cards for software maintenance.

The changes in the Electoral Code defined that in case the CEC fails to adopt the relevant decision until September 1, the law will be cancelled.

During the extraordinary session, CEC Chairman Tigran Mukuchyan said he has sent a written inquiry to Government Chief of Staff-Minister Davit Harutyunyan in order to get information about the situation.

Mukuchyan received a response stating relevant technical resources are not available.

Mukuchyan read Harutyunyan’s response, which presented all steps which the government had undertook during recent months for ensuring the conditions defined in the law of the electoral procedure.

The CEC Chairman said the law’s transitional provisions planned the launch of the procedure to be September 1, 2016, but obviously the launch of procedures by a new method from September 1 is simply not possible.

In his words, in these conditions the CEC cannot consider the provisions of the EC  to be completed – which were planned by the changes and amendments – and the CEC is unable to make a decision.
