Public discussions on Constitutional Reforms concept begin in Nagorno Karabakh

 YEREVAN, JULY 25, ARMENPRESS. The specialized committee on Constitutional reforms started the first public discussions around the concept of the Constitutional Reforms in Nagorno Karabakh on July 25 in the National Assembly of NKR.

Chairman of the Committee Ashot Ghulyan presented the structure of the bill and said it consists of 5 chapters – Fundamental rights and freedoms, system of government, judicial authority, local self-government and referendum.

Afterwards representatives of various political parties of Nagorno Karabakh presented their points of view.

The main discussion was around the Presidential and Parliamentary models of the governing system.

Ashot Ghulyan said the discussions will continue in the coming days and until August 1 the bill will be presented to the President.

Only after the endorsement of the concept the Committee will begin elaborating the bill for final presentation.
