Under the memorandum, Iran agreed to provide 2 million USD as a grant, for construction of gas distribution networks of the bordering Meghri and Agarak communities. Armenia assumed the expenditures of taxes and customs duties of product supply and services and other mandatory payments. The project was halted due to Iran suspending financing.
