On November 26, Armenia’s Minister of Defense Seyran Ohanyan received outgoing Chief of Border Guards of the Federal Security Service of the Russian Federation in Armenia, Lieutenant General Victor Vlasov and newly appointed Chief of Border Guards, Major General Vyacheslav Biryukov.
