Mechanisms developed by new Constitution will make officials accountable before public: Gagik Harutyunyan

YEREVAN, JULY 11, ARMENPRESS. Armenia’s Constitution should define the mechanisms of public accountability and the rule of law.  If till now priority was given to law by the Constitution, which is the witness of power-centered Constitution, from now on basis should be laid for the rule of law, i.e. human-centered Constitution. During the public discussion over the initial concept of the Constitutional reforms, held in Lori region, this was said by Armenia’s Constitutional Court Chairman Gagik Harutyunyan. "We cannot create a rule of law state if we are guided by illegal actions. Constitution should define the responsibility mechanisms that make state officials accountable to the public and basis for the elimination of illegalities should be formed. In case of power-centered reality the authorities and their discretion are not restricted by law: this issue should be resolved by human-centered Constitution", as reports "Armenpress", said Harutyunyan.
