Russian lawmaker Zatulin rules out Nagorno Karabakh’s return to Azerbaijan

YEREVAN, DECEMBER 19, ARMENPRESS. Azerbaijan is unable to get out of the deadlock it put in itself by its own rhetoric. The country in this way blocks the prospect of peaceful settlement of the Nagorno Karabakh conflict, Russian State Duma lawmaker Konstantin Zatulin said during a video conference in Sputnik News, reports Armenpress.

“I don’t predict a serious progress in the settlement of the Nagorno Karabakh conflict in the near future. I think this is a long process. It’s difficult to expect this in the circumstances of the current situation, including that in Azerbaijan, as well as the mood of that country’s leadership”, Zatulin said. He stated that he and his colleagues at this stage expect that new escalations and military operations will not be restored in the conflict in the future. According to him, this is the most important position at this stage which should be maintained.  

As for Russia’s selling weapons to Azerbaijan, the lawmaker said it was done on the condition that that country will show restraint and will not use the weapon in the NK conflict zone. “Unfortunately, Azerbaijan didn’t keep its promises”, Zatulin said. He added that by supplying arms to Armenia the Russian side has somehow corrected the shortcoming maintaining the balance in the region.

According to him, the most important is the maintenance of balance so that each of the sides knows that if it launches an attack, it will be held accountable.

“I consider Nagorno Karabakh as a self-determined territory, and I am not inclined to think that it will ever return to Azerbaijan under any circumstances. I think this is absolutely impossible option for the development of events”, the lawmaker said.

Commenting on the rhetoric in the Azerbaijani media reports, Zatulin said the insults and extremist assessments in the reports can in no way help the sides.

“The rhetoric of Azerbaijani media further undermines Azerbaijan’s reputation in the outside world, rather than contributes to it. How can the known fact help Azerbaijan when it declared the Azerbaijani officer a national hero who axed Armenian partner within the frames of NATO military drills in Hungary, then released him and appointed on a higher post. In such circumstances what mutual perception can be expected from the Armenian side?”, he said.

As for the actions of the Russian side, Konstantin Zatulin said Russia continues organizing bilateral, multilateral meetings over the NK conflict. “What we can do today is to restrain the two sides from resumption of military operations”, the MP said.
