51 out of 101 legal acts, developed by PM’s instructions, adopted

YEREVAN, JANUARY 19, ARMENPRESS. During the Government session, Minister-Chief of the Government’s staff Davit Harutyunyan presented information on the instructions and their implementation given at the previous sessions by Prime Minister Karen Karapetyan, reports “Armenpress”.

Harutyunyan said a number of instructions were made during the sessions from September 15, 2016 to January 12, 2017 which mainly related to the policy implementation. In other words, the Ministries must have developed respective legal acts in terms of policy implementation.

Davit Harutyunyan said during this period 101 legal acts overall were developed from which 51 have been adopted. Bills, the decisions of the Government and the Prime Minister, in some cases, orders of the Ministers are among those acts.

Referring to more important and interesting decisions, Davit Harutyunyan highlighted the political decisions directed towards the modernization of public administration system.

“One of the most key points is the decentralization of powers. Two approaches were adopted under this instruction. Firstly, every bill, which is developed and doesn’t relate to the power decentralization, must refer to the issue of the decentralization of powers”, Davit Harutyunyan said.

As for the new law on “Purchases”, already adopted by the Parliament, the Minister said it proposes more flexible and transparent procurement mechanisms which allows to raise the Government’s public accountability.

The second relates to the optimization of the SNCOs (state non commercial organizations), PIUs (project implementation units). “The changes made in 2017 will enable to save 3.9 billion AMD”, Davit Harutyunyan said.
