James Warlick on visit to Turkey, presidents' meeting and Karabakh's participation in 
negotiations: EXCLUSIVE

YEREVAN, FEBRUARY 26, ARMENPRESS. The U.S. Co-Chair of the OSCE Minsk Group James Warlick finds that any peace agreement that is to succeed must represent the views of Nagorno Karabakh as well. In an exclusive conversation with “Armenpress” News Agency, the Co-Chair of the OSCE Minsk Group underscored: “The Minsk Group Co-Chairs routinely consult with the de facto authorities in Nagorno-Karabakh, most recently in December 2013.  Any peace agreement that is to succeed must represent the views of all sides.”

Regarding his recent visit to Turkey, Ambassador James Warlick stated that Turkey is a strategic partner and good friend with whom they discuss many issues. “As a neighboring country and a founding member of the Minsk Group, I was pleased to hear Turkey’s views on regional issues, including the Nagorno-Karabakh conflict, from government officials and others.  As I noted during the trip, we remain committed to the Minsk Group co-chair format,” Warlick noted.

Among other things the U.S. Co-Chair of the OSCE Minsk Group touched upon the necessary measures for the Karabakh conflict settlement and reminded that in June 2013, Presidents Obama, Putin, and Hollande again called on the sides to recommit to the Helsinki principles, particularly those relating to the non-use of force or the threat of force, territorial integrity, and equal rights and self-determination of peoples, and to prepare their people for peace, not war.  Warlick particularly emphasized: “We have seen some important steps forward in recent months, most notably the summit meeting of Presidents Aliyev and Sargsyan in November 2013. However, we question whether there is the political will to find a lasting settlement to the conflict.  It will be up to the sides to determine the way forward, and the United States will be there to help in any way we can.”

In addition, James Warlick stressed: “The presidents’ meeting in November 2013 was an important step, and we hope they will agree to meet again in the very near future to continue these valuable discussions.  It is only the Presidents who can make the decisions needed to reach a settlement. We will continue consultations with the foreign ministers in the next two weeks, and look forward to visiting the region soon.”
