Seyran Ohanyan is firm in identifying incident occurred in Noyemberyan military unit

YEREVAN, MAY 18, ARMENPRESS: The Minister of Defense of the Republic of Armenia Seyran Ohanyan is firm in identifying the incident with death outcome, occurred in the military unit of Noyemberyan. He continues talking to the parents and relatives of the killed soldier Luks Stepanyan on Sevan-Yerevan highway. “We will take the criminal case to the end. In the presence of the parents I promise that after the investigation is completed I will invite you to see if all the accused are punished or not”, - said the Minister of Defense of the Republic of Armenia Seyran Ohanyan in the talk with the journalists. As was reported by the Armenpress correspondent, the Minister assured that he will not stand beyond his words. Concerning the result of the incident, Seyran Ohanyan noted that the preliminary investigation proves the following: “weapon was used in the result of the dispute emerged in the interpersonal relations and by preliminary data, intentional murder was committed”. The Head of the Police of the Republic of Armenia Vladimir Gasparyan and the Military Prosecutor Gevorg Kostanyan are in the place of the incident as well.

The entrance observer of the guards of the military unit of the Ministry of Defense of the Republic of Armenia, the term soldier David Rafael Khachatryan fired, in the result of which the term soldier of the guards Luks Stepanyan got a wound on his head and died immediately. Another term soldier of the same military unit Hrachya Vaghinak Sargsyan was again wounded on his head and was transferred to the intensive care unit of the Central Military Hospital of the Ministry of Defense of the Republic of Armenia. A criminal case was instituted by the Investigative Service of the Ministry of Defense on the incident, according to the 6th clause of the 2nd part of the 104th article of the RA Criminal Code. Preliminary investigation is being carried out.

On May 15 2013 David Khachatryan was arrested and questioned on the case, according to the 6th clause of the 2nd part of the 104th article of the RA Criminal Code.

On May 18 a decision was made to acknowledge David Rafael Khachatryan as an accused, according to the 6th clause of the 2nd part of the 104th article of the RA Criminal Code and the 1st part of the 112th article of the RA Criminal Code, as well as to implement detention as a means of restraint.

David Khachatryan is kept in the isolator of the Vanadzor Department of the Military Police of the Ministry of Defense of the Republic of Armenia.
