Armenian parliament president highly appreciates Cabinet's action plan

YEREVAN, OCTOBER 21, ARMENPRESS. President of the National Assembly of Armenia Galust Sahakyan delivered a speech during the discussion of the issue on “Approving the Armenian Cabinet’s Action Plan”. As “Armenpress” was informed from the press service of the National Assembly of Armenia, the president of the parliament particularly said,

 “Dear MPs,

Dear Members of the Government,

Let me, first of all, congratulate the new Government of the Republic of Armenia on the occasion of the presentation of the action programme, as well as thank all the Factions and the MPs of the National Assembly for the concerned discussion.

Our republic, standing for a long time before the most different challenges, needs continuous and purposeful reforms in all spheres of economy, public and political life of the country. We have begun those reforms long ago, we have passed difficult and hard phases and, at present, we are standing on the threshold of the implementation of the new quality. I am sure that due to conscientious and painstaking work, regardless of various manifestations of political competitiveness taking place in the independent country, we are able to overcome all the challenges facing our country.

I think that the Government action plan is a document created on realistic basis, supposing distinct actions and expecting concrete results, built on the pictures of the present opportunities and the future. Proposing new approaches and ideas it is also based on the tactics of vital ideas already being implemented and the provision of continuity of the reforms, which have begun during the years of the previous governments’ activity and should provide the solution of the problems being performed by them.

Dear Colleagues,

The new Government of Armenia has assumed its mission in hard geopolitical conditions and at the most responsible phase of the transition to the parliamentary government system. This means that the new Government should operatively solve the current and strategic special problems not only for the stable development of the country, but also appearing at the transition phase, in fact, in terms of political reforms during very short period and with non standard approaches of the government. In this aspect, I believe that in the coming one-two years much intensive work is expected to the parliament from viewpoint of the legislative bases of the new government system.

This is one of the important circumstances which are also reflected in the Government action plan, especially affirming problems requiring prior solution from several months up to several years in a number of spheres, and concrete results are expected by their solution. It also supposes more zealous work, bigger personal and at the same time united responsibility for the executive and legislative bodies.

I also highly assess the ideology directed to the rise of the government efficiency enshrined in the action plan, which is very important in terms of limited resource opportunities of our republic, as well as the reduction of the volumes of the foreign assistance conditioned by the geo-political existing realities. I am sure that the rise of the efficiency level of the state administration and local self-government bodies will not only extend the financial capacities of our country, but will also create real preconditions for the considerable facilitation of tax and financial “burden” of the population and legal entities.

Summing up my speech, I would like once again to congratulate the Government, I call on you to approve the presented action plan through voting, being sure that the Government will be able to implement it with high feeling of duty and responsibility and our support.”
