Referendum on constitutional changes is over in Azerbaijan: Presidential powers are increased

YEREVAN, SEPTEMBER 27, ARMENPRESS. The Central Election Commission of Azerbaijan published the preliminary results of the referendum on the constitutional changes held on September 26, the Azerbaijani APA news agency reported.

The Azerbaijani CEC Chairman informed that 69.7% of the electorate participated in the referendum.

According to the presented data, 91.2% of people voted in favor of extending the president’s term of office from 5 to 7 years, 89% voted in favor of installation of the vice-presidents’ institute, 88.3% voted in favor eliminating the age limit for the elections of the MPs, and 91% voted in favor of abolishing the age limit for the president’s elections.

The Azerbaijani citizens also gave the president a right to dissolve the parliament: 87.4% voted in favor of such change.

The referendum in Azerbaijan was held with gross violations. A number of cases of ballot stuffing were recorded.

Earlier the Council of Europe's constitutional law experts, (the Venice Commission) criticized draft modifications to the constitution of Azerbaijan. Many proposed amendments would severely upset the balance of power by giving “unprecedented” powers to the President, according to the Venice Commission opinion. For example, the extension of the presidential mandate from five to seven years “cannot be justified” given the already very strong position of the President, who since 2009 can be re-elected without term limits.
