Samvel Nikoyan calls for looking at constitutional reforms in terms of state building

YEREVAN, NOVEMBER 26, ARMENPRESS. One should look at constitutional reforms in terms of state building. Armenian National Assembly’s “Republican” faction MP Samvel Nikoyan expressed such an opinion during the meeting with journalists on November 26, referring to the question whether why the Republican party adopted the constitution in 2005 which established semi-presidential system of governance in the country and now it is proposed to be changed and make as parliamentary system.”If we look at the constitution of 2005 then it needed to be changed and this was not only our internal desire but we also made membership with European Council and it needed to be changed. The existing constitution did not correspond with the international standards then. The constitution of 2005 vitally differed from the constitution we adopted in 1995,” Nikoyan mentioned, as “Armenpress reports.

MP mentioned that anyway the standing constitution contains some risks. “It is over-concentration of power on the one hand and on the other hand-- the possibility of a chaotic situation. During this time we had over-concentration of power. But we can also have a chaotic situation,” Nikolyan detailed adding that the existing constitution creates all opportunities for the over-concentration of power.
