YEREVAN, OCTOBER 5, ARMENPRESS. In the case of the Nagorno-Karabakh conflict the agreed format is the Co-chairmanship of the OSCE Minsk Group. Thus, all international, including the OSCE efforts for further addressing the conflict related matters in this case should be implemented through this framework. As “Armenpress” reports, Minister of Foreign Affairs of the Republic of Armenia Edward Nalbandian spoke of the aforementioned during the opening of “International Forum for the Challenges of Peace Operations” conference held on October 5-6 in Yerevan.

In regard to the report of the High Level Panel on UN Peace Operations presented to UN Secretary-General, Nalbandian highlighted several points explaining them from the point of view of the Nagorno Karabakh conflict settlement. One of the provisions of the report says that sustainable peace can be reached not though force implementation but political solutions and the latter must be accepted by all the parties of the conflict. They must decide and guide the format of peacekeeping operations and their possible presence. In this context the Minister referred to the example of Nagorno Karabakh conflict settlement. The participant countries within the OSCE assumed obligation of settling the conflict in the framework of agreed formats and peaceful negotiations. On numerous occasions the Minsk Group Co-Chairs have announced that security guarantees including peacekeeping operations are the main components of the conflict settlement.

The next provision Nalbandian outlined was that priority must be given to the prevention and mediation of conflicts. Nalbandian noted, basing on the example of Nagorno Karabakh that the activities implying an international mandate of the Minsk Group Co-Chairs not only relate to mediation but also include functional prevention mechanisms.

According to the third provision, mandates and missions must be based not on general approaches or templates but on unique approaches supporting the implementation of other political decisions.
