The Republic of Armenia draft Constitution is based on establishing stable democracy in the country and ensuring the legal cornerstone; the principle of right supremacy. Member of the Specialized Commission on Constitutional Reforms, Vardan Poghosyan said the aforementioned in parliamentary hearings of National Assembly Standing Committee on State and Legal Affairs. “The 1st Constitution of Armenia was government-centered. The center of the Constitution was not the people but the president of the country with a supreme position towards all the branches of the government. Though 2005 reforms were very significant, nevertheless they could not solve the issue of making the Consultation people-centered. Unfortunately we cannot state now that we have reached a milestone where democracy is on solid foundation, human rights are completely protected, efficient system of government has been developed and the courts are unbiased. So the draft presented at the National Assembly discussion upon the initiative of the President of the Republic is based on establishing stable democracy in the country and ensuring the principle of right supremacy.”, “Armenpress” reports, Poghosyan stated.
