Public Services Regulatory Commission of Armenia sends invitations to 5 consulting companies

YEREVAN, JULY 27, ARMENPRESS. Public Services Regulatory Commission of the Republic of Armenia confirmed introducing an invitation to Public Services Regulatory Commission on provision of advisory service in the energy sector on the session of July 27.

Armenpress was informed from Public Services Regulatory Commission that, taking into account the announcement of the President of the Republic of Armenia at consultation with government officials in charge of economic policy, which was aimed at increasing public confidence in the activities of the Commission and excluding various comments on the  validity of 2015 tariff-setting process,  the invitation to Public Services Regulatory Commission on provision of advisory service in the energy sector was confirmed on the session of July 27.

 According to the decision, in order to organize the activities connected with receiving proposals of 5 best international consulting companies, the working group formed in the Commission, was assigned to send the confirmed invitation to the   international consulting companies within a day. After the deadline of introduction of proposals by the companies, the working group must summarize the proposals and present the results to the Staff of the Government of the Republic of Armenia within 3 days.

The main objectives of the regulatory consulting service delivery in the energy system are to get based answers to the following important questions:  how justified was the increase of the energy tariff and what dangers threaten the energy system in case if the tariff is not increased.

To study the abovementioned problems, it was defined by the decision of the Public Services Regulatory Commission of the Republic of Armenia and the invitation to submit consulting service delivery offer of the international consulting companies in the top 5, that the consultant should carry out functional analysis of the power system, including study of the pricing value chain from the producer to the consumer, main components of the tariff structure, as well as the presentation of the general description of their sensitivity to market fluctuations and other factors and the evaluation of the consequences if the tariff is not increased under the current situation. 

Then, the consultant will carry out an in-depth review of some versions of the tariff reductions, comparing the relevant international and regional practices and proposing a list of prior activities having a greater effect in a short period of time.

And finally, after the completion of the two abovementioned stages, taking into account the development of the negotiations over the strategic development plan of the energy system for 2016-2036 and the necessity to interconnect the results of that consulting, it is possible that the consultant will be involved in the further development of the long-term strategic development plan and the counseling activities over it.
