Export credit agreement to extend USD 200 million to Armenia ratified by 
National Assembly

YEREVAN, JULY 2, ARMENPRESS. According to the RA NA President Galust Sahakyan’s decision under Article 70 of the RA Constitution at the initiative of the RA Government the RA NA Extraordinary Session on July 2 the RA National Assembly convened an extraordinary session by the initiative of the RA Government, having on the agenda the agreement On Providing State Export Loan to the RA Government between the RA Government and the Government of the Russian Federation. As Armenpress reports citing "Parliament.am," the RA Deputy Minister of Defence Ara Nazaryan has noted that by the agreement signed in Yerevan on June 26, 2015 the RF Government will provide state export loan up to 200mln USD to the RA Government for financing the supplies of the goods of military importance of Russian production to cover it for 13 years, 3 years out of which is privileged with 3%. Armenia will use the loan during 2015-2017. The RA Ministries of Finance and Defence considered expedient the ratification of the agreement.

The key speaker Ara Nazaryan answered the journalists’ questions, which mainly related to the sphere of defence, as well as the possibility of compensation of the electricity price hike at the expense of loan means. Ara Nazaryan denied the way of thinking that the RA Government will direct the loan means to the compensation of the electricity price hike.

The member of the NA Standing Committee on Foreign Relations Shirak Torosyan and the Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented the endorsement of the Committees.

The NA Deputies Nikol Pashinyan, Artashes Geghamyan, Zaruhi Postanjyan, Hrant Bagratyan, Hayk Babukhanyan, Artak Zakaryan, Artsvik Minasyan, Hovhannes Margaryan, Koryun Nahapetyan, Khosrov Harutyunyan, Mher Shahgeldyan and Vardan Ayvazyan exchnaged their views on the agreement.

The NA Deputy Speaker Hermine Naghdalyan gave an extraordinary speech. Welcoming the dispute over the document, the NA Deputy Speaker has underlined that the agreement does not give opportunity to provide sums to the energy sphere. Hermine Naghdalyan has stressed that this agreement is the logical continuation of the treaty On the Development of the Military-Technical Cooperation signed between the RA-RF on June 25, 2013. The RA gets unique possibilities in the sphere of military-technical cooperation with this document. According to the NA Deputy Speaker, they sell weapons to Azerbaijan with modern market prices, and to Armenia in such conditions, as they supply the Russian army. Hermine Naghdalyan has underlined that with this treaty unique conditions are provided for the RA to get armament weapons of super-modern Russian production with privileged plant prices. Taking into consideration the importance of the agreement, she urged her colleagues to vote for the agreement.

Rubik Hakobyan from the NA Heritage Faction, the Head of the NA Rule of Law Faction Heghine Bisharyan, the Head of the NA ANC Faction Levon Zurabyan, the Deputy of the NA PAP Faction Mikayel Melkumyan and the Head of the NA RPA Faction Vahram Baghdasaryan presented their view on the agreement.

The RA Deputy Minister of Defence Ara Nazaryan in his final speech once again highlighted the loan agreement and touched upon the interpellations voiced in the deputies’ speeches.

The parliament by voting ratified the agreement On Providing State Export Loan to the RA Government between the RA Government and the Government of the Russian Federation signed on June 26 in Yerevan.

Covering the agenda the parliament ended the work of the extraordinary session.
