fact that Azerbaijan refused to sign a joint declaration, press speaker of the President of the Nagorno-Karabakh Republic David Babayan  emphasized that Azerbaijan's behavior is to a certain extent a result of the inertia and softness of the international community towards that country. "I believe everything is clear, and that country was supposed to behave himself like that. There is nothing new. Moreover, I must say that  the civilized international community has its share of the blame because it is being very tolerant towards the government. If the European Games are being held in a country that is not only out of Europe, but is also against European values, violates those values and, of course, it was supposed to behave like that," Babayan emphasized.
