Experts discuss paths for legislative reforms in Armenia

YEREVAN, 12 MAY, ARMENPRESS. The workshop entitled “Impact Assessment as an Effective Tool for Improving Legislation” kicked off in Tsaghkadzor as part of the memorandum of mutual understanding signed between the Ministry of Justice of the Republic of Armenia and the OSCE/ODIHR. As the Department of Information and Public Relations of the Ministry of Justice of the Republic of Armenia reports to “Armenpress”, the workshop was the first workshop organized by the Ministry of Justice of the Republic of Armenia, the OSCE/ODIHR and the OSCE Yerevan Office as a follow-up to the comprehensive assessment of the law-making process in Armenia.

Based on that workshop, the OSCE/ODIHR will help develop the roadmap for regulatory reforms in Armenia. Among the participants of the workshop were representatives of the Government of the Republic of Armenia, the National Assembly and non-governmental organizations, as well as international experts from the Kingdom of the Netherlands and the Russian Federation.

In his opening remarks, First Deputy Minister of Justice of the Republic of Armenia Arsen Mkrtchyan touched upon the goal of the workshop and the expected outcomes and mentioned that Armenia had adopted a guideline for forming policies and plans for the preparation of the legislative process.

“We need to find structural regulations that will ensure the transfer of the right information to lawmakers,” Arsen Mkrtchyan mentioned.

Among the speakers at the workshop were Head of the Legislation Support Center of the OSCE/ODIHR Ellis Thomas and legal affairs assistant Evgenia Avetisova.

Evgenia Avetisova  touched upon the assessment of impact as a tool to improve the development of policies and emphasized that the development of a good policy doesn’t need to be indicated, but discussed.
