This is the second time that the Bulgarian political and social activist Pavel Chernev is in Stepanakert. 3 years ago, for the first time, he visited Artsakh to carry out observation mission in the pan-state elections. As “Armenpress” reports, Chernev confesses that Nagorno-Karabakh has had a great progress during three years.

"Artsakh is more developed, more flourished and reached quiet large heights at the level of democracy. You were able to maintain the right of the free expression of will of your citizens, have become more free and democratic. Artsakh is a European state in Caucasus," Chernev emphasized.

Referring to the parliamentary elections held on May 3, Chernev said that the elections were held at a high level. "Everything was wonderful and professional. Once again you proved that you are able to organize high quality elections and represent the opinion of your citizens,” Chernev said.
