Thorbjørn Jagland says CoE intervention in NK conflict is impossible

YEREVAN, 29 JANUARY, ARMENPRESS. Secretary General of the Council of Europe Thorbjørn Jagland touched upon the question raised by representative of the Azerbaijani Delegation to the PACE, as “Armenpress” reports, according to APA Agency.

 “To this day, the Council of Europe has not played any role in the settlement of that conflict. The OSCE Minsk Group is in charge of that. In the latest report that the PACE passed on human rights in Europe it is stated that “we can’t apply our tools in the zones of “frozen” conflicts”,” Jagland said, mentioning that the CoE can’t make any contribution to the settlement of the conflict. From the angle of human rights, he referred to regions of conflicts as “black holes”. The CoE Secretary General expressed the desire to see the PACE Convention applied in the zones of “frozen” conflicts as well. “Anyone in Europe, including in the Near Dniester region and in Nagorno-Karabakh must be under the protection of the European Convention on Human Rights and other relevant international documents,” Jagland said.
