Ukrainian parliament endorses return to 2004 Constitution

YEREVAN, FEBRUARY 21, ARMENPRESS. Ukraine’s parliament on Friday will consider a return to the 2004 Constitution which would give less power to the president, deputy speaker Ruslan Koshulinsky has told the Ukrainian television.

“We put off this issue for our next plenary session, because at the previous session some parliamentarians were not ready to vote for the relevant decree,” he said on Friday, adding that the parliament would also consider the creation of an interim government.

Armenpress reports citing Itar-Tass that 386 Deputies protected the decision.

Russian Human Rights Ombudsman Vladimir Lukin arrived in Kiev on Thursday to take part in the talks on peaceful conflict settlement. He is participating in the talks now underway in the presidential administration in Kiev, Ukrainian President Viktor Yanukovich’s adviser and MP Anna German told.

Yanukovich is now meeting with opposition leaders Vitali Klitschko, Arseny Yatsenyuk and Oleg Tyagnibok, German and Polish foreign ministers Frank-Walter Steinmeier and Radoslaw Sikorski. French Foreign Minister Laurent Fabius also took part in the negotiations but left Kiev this night over his planned visit to China.

German has expressed confidence that this meeting “has every chance to lead to a compromise that will settle the situation in Ukraine.” “We can say that this day in the parliament may become a day of consensus and understanding between the authorities and the opposition on how to achieve a peaceful settlement,” the adviser said.
